on my truck listed above it is blow hot air out of the passenger side vent but cool out the driver.

I am sorry to hear that, so for the passenger side blend door actuator replacement the HVAC plenum must be removed. Here is the location, but you might want to try doing a system reset (reboot) here is a guide to show you how:
