It does not have a specific name. It is exactly what you called it, a cover for the shift linkage. This is not the type of part you will find online. It is not sold or made in the aftermarket. Your choices are ordering it from the dealer or going to a self service scrap yard and getting one. The latter would be the more likely choice. I doubt the dealer still carries it.
