Will not crank up

My car will not start. It makes a noise but wont turn over. Tried to get a jump and would not turn over. Lights and everything come on. My battery is good. Could it be my starter?

If you have an assistant tap body of starter with hammer if it turns over starter is bad. It still could be a bad starter however if it still will not turn over. I am assuming battery has been load tested and engine has no other problems
