Immobilizer light will not turn off after changing the engine

Hello, I need help. I changed the engine in my truck and tried starting it, but when I turn the a relay fuse clicks really loud and the immobilizer light constantly flashes. the truck wont crank.

So I had a guy come program a key and try to remove the immobilizer lock and he said he could get into the cluster settings or something like that and said the relay in the engine bay keeps clicking in the on position. I still can't start the truck.

Did the security light stop flashing? If so lets check to see if the starter is getting a signal. This guide should help:
