My check engine light and my brake light are on Code 1491

My engine light is on, the code p1491. I was told that i do not have a relay fan. Can you please tell me what else it could be since I do not have a relay fan? Also my brake light says on and there is brake fluid in the container. Also, my ABS light says on and I do not have a catalytic converter, I have a straight pipe. Thank you in advance!

the PCM may need to be reprogrammed it may activate the ABS/SRS light because of this code when you do not have the part attached. your truck is supposed to have one so it has been by passed evidently. see picture of diagram.
