Will not crank over

We changed the starter. If you jump across the solenoid, it starts. Sounds like clicking in or around the fuse box on the fender. Swapped out the starter relay with a couple other relays Still nothing, same with fuse for starter.

Hello,

There are four fuses and two relays that run the system through the BCM. Can I ask if the security light is flashing? If so follow this guide:
