Multiple dash lights on. ABS, esp/bas, airbag and traction control lights are all on.

I have had this car completely apart and rebuilt the 5.7l engine with a 6.1l stroker rotating assembly. The car will start and run although you have to give it just a little gas to get it to start almost like its getting air in the fuel line and takes a second to fire. Then it has all the lights above on the dash are on. The engine light is not on and no engine codes are present. The only codes I find under body control module is a U1108 additional can b ecu detected and under anti lock braking systems a C121A steering angle sensor not initialized and U140E implausible vehicle configuration data received. It also has a lost communication with radio code but it has an aftermarket stereo now so im sure thats why thats there. Any help or direction would be greatly appreciate, thanks.

The lights are likely all because of the steering angle code. The steering angle sensor signal runs through the ABS module as part of the ABS and traction control. Without the sensor initialized it turns them all off. If that will do active tests you need to go into ABS, special functions and initialize ABS. it will then walk you through the process, the basics are that the car has to be level and the wheels straight ahead. Foot off the brake. The tool will then walk you through the process. Then you can go in and check and it will then tell you that you have to drive it to finish the process.
Then see if things work better.

I tried to initialize the steering angle and also the abs and it says it static abs failed. What would be your next step in that situation?

Did it show any errors in the ABS other than the above when it failed? You might want to look at the ABS connections at the module. A corroded or bent pin can cause problems as could a damaged wire.

I inspected the connection on the abs and couldn't see anything that looked to be a problem. Also I haven't seen any other codes related to abs at all. Just a few to do with the radio and handfree stuff like that that isnt connected anymore. I've also checked all the fuses to make sure there is no issues there.

Attached are the OE wiring diagrams. I would start by using a simple test light to check all the ABS fuses. Fuses 17 and 21 in the power module. Fuses 19 and 29 in the under hood distribution center. Then you go to the ABS module and check the powers and grounds in the connector. Pins 1 and 32 have constant power, 4 and 35 should have battery voltage when the key is on. Then switch the test light to power and test pins 16 and 42 for ground. If those are OK but the ABS still acts up you may need a replacement ABS module. They are unfortunately a know failure item.

Sorry I've been out of town for work so I only get a chance to work on this over the weekends. Anyways did everything above fuses are all good but do not get power to pins 4 and 35 with key on power. Main power in (pins 1 and 32) and grounds (pins 16 and 47) are all good. Wires going into plug seem to look ok so not sure what the next step would be?

No problem. OK check power at pin 35 while stepping on the brake with the key in run. It's possible they have an error in the diagram. For pin 4 be sure the key or button is in run. If you still don't have power at 4 but fuse 29 tests good then it's possible that one of the splices is failing or the wire broke. As a test you could try a simple jumper wire, take a 5 amp fused jumper wire and start the vehicle, then jump terminal 4 to battery power. Clear the codes and see what comes back. If nothing then run an overlay wire from fuse 29 to pin 4.
