The HVAC does not blow out from the front windshield vents, it does on all the rest of the vents.

Where is the Mode door actuator located?

The mode actuator is called the "air distribution door actuator" and it is under the dash on the left side above the gas pedal. You might be able to get at it by removing the steering column.
