First, the Pajero isn't offered in the US, but to the best of my knowledge, the Montero is the same vehicle. I will try my best to help basing my info on the Montero.
Is it only the front signals that aren't working? If so, do the rear work at a faster rate? What happens when you turn on the hazard lights?
Take a look at the pic I attached. It is of the Montero, but should be the same or very similar. There isn't a dedicated for the signals. Power is supplied from the same fuse as the hazard lights. Take a look through the schematic and let me know exactly what is happening.
Here are a few links you may find helpful when testing for electrical problems. In addition to just checking the fuse, make sure there is power available to it. This problem can also be related to the signal flasher in the flasher unit in the vehicle interior junction block.

Pics 2, 3, and 4 show the junction block location. However, I'm not sure if you have a right or left hand drive vehicle. The pics are for a left hand drive. If you have the right hand side vehicle, I assume the location will simply change sides.
