Could you please clarify exactly what the Subject Matter means by definition that is understandable to the home mechanic.

I took the car for a smog today and this was the one and only reason that it did not "pass". I am hoping that this is something I can repair myself.

The exact code would be easier to decipher for you. Sounds like a voltage problem at the heated o2 sensor, problem is there is more than one of them.

Your response was that if you had the exact code it would be easier to decipher. The exact OBD Code given was P1400, can you give a bit more information with regard to this code. The car has 4 o2 sensors in all. Any help is greatly apprecaited.

P1400 isnt an o2 sensor code, it is "Manifold Differential Pressure Sensor Circuit Malfunction".
The three probable causes for that code are
1- MDP sensor failure
2- Open or short in the MDP circuit
3- PCM failure
