my car idles up and down while its parked and running and when i stop at a red light.the engine runs up and down 2 seconds apart

sounds like you may have a slight vaccum leak, with vehicle idling spray around the manifold and throttle body, and vaccum lines with carb cleaner, if idle changes you have found a leak.

also clean out the throttle body, and check the PCV valve
