1999 Other Mitsubishi Models Crank Pulley removal

We are trying to replace the water pump and need to remove the lower pulley and know that it is over 100 foot pounds. It goes Counter Clockwise direction. What we need to know is how to hold the pulley to get the bolt to break. Chilton's manual says it needs a special tool. What is that?

What else could we use, any other ideas on how to hold this to break the bolt away?

I usually use a impact wrench, you dont have to worry about turning the pulley or anything that way.
