2003 Mitsubishi Montero Rear Brakes looks not capturing

I got brake pad replaced from local mechanic and after replacing the brake pads it doesn't look good.
and looks like only front brakes are stopping and rears are not working
there was no problem with this vehicle so far only this problem after replacing pads

Best thing to do is if you can get the car up on a full body lift or get all wheels off the ground you can have a friend turn the wheel and you slowly put on the brake till they cant turn the front wheels anymore, then check the rear wheels with the same pressure, if it doesnt turn the the brakes are good.
If they do turn then keep pushing down till they start let me know if they dont ever stop or require a dramatic pedal travel to stop them.

We did and find the rear was not capturing and than he said it need to bleed and he did bleed but it still the same.
Another thing this hydraulic system bleeds the rear ones only if the key is inserted and turn it on and he didn't know anything about it
and I just read on Mitsubishi forums that it has to bleed with scan tool
please advise
