my vehicle is leaking water on the passenger side, under dashboard. can a drain valve be clogged, if so, how can I access it to drain the valve.?

You said the drain is outside the firewall......Just where is the drain on a 02 Montero XLS? I've been working cars for 38 years and can find no drain outside the firewall on this vehicle.

AC condensation has to drain
out
place it on lift and check passenger side on the out side of the fire wall under the HVAC box
