i have a 98 montero sport and i notice my tail lights are not working i changed the bulbs and checked the fuse, and the fuse is good what else i would need to check before taken it to a shop?

There is a tail light relay in the underhood power center. Try swapping it with the a/c relay temporarily to see if they work.
