Electrical problem
1998 Mitsubishi Montero Four Wheel Drive Automatic
My Montero is near 200k miles. My mechanic did a diagnostic check and the diagnosis was an ABS sensor. Where is that located?

There are 4 ABS speed sensors, one for each wheel and each one is on a bracket at each wheel hub.

Faulty ABS sensor would have nothing to do with vehicle starting. The ABS light in dash may appear though if the charging system is weak and a weak charging system could definitely cause engine not to start. You need to have the battery and alternator tested if that is the case.
