2006 Mitsubishi Lancer Air intake

I have a 2006 Mitsubishi Lancer OZ rally. I am wondering if I install a cold air intake system into my car then do i also need to install a blow off valve for when it rains, or if i install a short ram intake system do i need a blow off valve for that system?

Cold air intakes should still run n some type of filter system, this will exclude and bugs, moisture and road rubbish.
