2002 Mitsubishi Lancer fan not working properly

My air conditioning has a 4 speed fan. from the first to the third speed the compressor starts but the fan doesn't. in the forth speed the fan starts but the compressor shuts down. what may be the problem?

The blower resistor located under pass side dash in air plenum just left of blower motor

now that i have repaired the blower resistor the air conditioner isn't blowing cold air. the compressor starts but it doesn't blow cold air. before the blower resistor broke it was functioning perfect. what could be the problem now??

So now you have all fan speeds and compressor is hooked up and running but no cold. does AC change modes say vent, floor , defrost? Engine compartment fuse box check fuse # 3
