1995 Mitsubishi Galant 4 cyl Wheel Drive Type unknown Automatic 227965 miles

I have a 1995 mitsubishi Galant and I have no tail lights. We have replaced the fuses, everytime I turn on the lights the fuse blows. Have also checked and replaced all the burnt out bulbs. When I apply the brakes the dash lights will light up. also, have no dash lights.

At the bulb socket find the green and white wire-remove all the bulbs front and back and also the battery cables-then make a continuity check on the green and white to ground-if you get a reading meaning you have a short to ground problem remove tailight relay do you still have the reading if so and no electrical experience bring it in.
