95 galant s when I drive and the overdrive is off it drive fine. When I turn overdrive on it feel like it in neutral

Around 45 mph is overdrive speed for engagement. The lower your driving speed, the more sluggish it will be. If all gears 1-2-3 have more power, the possible problem can be the electronic overdrive lock-up converter. A.K.A your torgue converter may be slipping. Try changing the trans fluid and filter with addition to a trans conditioner. It may help.
