1997 Mitsubishi Eclipse Shakes when drive brakes don't feel

I have adjustable shock is it possible that they leaked and are preventing the brakes from properlly preforming. I have not drove the car in months. The routers look dirty and rusty. If I had a garage I would work on it myself, but don't. I want to go to a mechanic but am worried about getting ripped off. Would you be able to recommend a resource to find a trustworthy mechanic in Madison, WI? Please and thank you.

If you are not in a position to do this job, ask your friends or family who they recommend, they wont send you to someone they don't use or trust, word of moth is the best form of advertising.
