1997 Mitsubishi Eclipse Brakes

The brake pedal goes down until it feels like it bottoms out and the car brakes very slow. I have replaced the master cylinder, put new fluid in system, bled all four brake lines. Yet the brakes still feel like they bottom out and the car stops very slow.

What could it be?

Does the car have ABS? if so it may be a problem there, if there is no air in the system and the rears are adjusted ok, providing they are drums and not discs
