1996 Mitsubishi Eclipse car wont start

I have a 96 eclipse turbo it ran fine same day it wont turn over I cant hear the fuel pump I tested the fuel pump and it shot fuel the whole way across the driveway I installed two new relays fuel pump relay and the the asd relay I cant find the ecm is this the problem and were is it located because its not under the hood thats were the none turbo ecm is and my haynes book is junk it says its under the left side of the dash
