Milky oil

I have rebuilt headers and replaced gaskets. Cycled oil through three times still milky. My coolant is low always burping it help keep the car cool. Nothing helps

You definitely have coolant getting into the oil. If the coolant keeps having bubbles come up and never fully burping then those will be combustion bubble getting into the cooling system. You can take out spark plugs to inspect them and the chamber with a scope if you have one to see which cylinder is the culprit.
