Metal spinning contact noise coming through the dashboard?

Can hear a metal spinning contact noise coming into vehicle through the dashboard like a steady whining noise when traveling around town while in motion. Brakes and rotors look good. I was wondering if it was transmission/torque converter related. Took off the front tires to try to locate the sound but couldn't identify the issue but I did notice when I got the driver side axel to run the engine was shaking. I replaced the half axle last year. I'm stumped.

It sounds like one of the brake disc dust shields is contacting the rotor, I would raise the front of the car and spin the wheels to see which one is making the noise. Can you please shoot a quick video with your phone so I can hear the noise? That way I can tell for sure what's going on. You can upload it here with your response.
