2001 Mercury Villager Engine revs or surges to about 3000 r

When coming off the freeway exit and slowing down at the stop sign my engine started to surge to 3000 rpm, I had to keep the brakes applied to keep van from leaping forward. What would cause my engine to rev like this while breaking and idling?.

Clean out the idle air control valve and also clean the MAF sensor with an electronic cleaner CRC and see what happens
