1999 Mercury Villager fan speed

My a/c will not blow in 1,2 or 3 fan speed but it will on 4. The manual speaks of a "passanger compartment odor and particulate air filter" possibly needing to be changed. Could this be the problem? If so, where is this thing?

Test the blower motor resistor this is the one that controls the speed of the blower motor
