the rear brakes alternate in heating up and locking up to the point where you cant drive the van and have replaced everything but rotors and they have been turned once already what else can i do so they dont lock up ?

Check your calipers. Sounds like one of them is sticking. Replace with a rebuilt unit is faster and economical that trying to rebuild the one you have.
