I have just bought a 1998 mercury Villager service engine soon light is on. The guy that I bought it from said it comes on when it needs a oil change, is this true?

Not true. Could be any number of problems. Need to get your mechanic to scan computer and check out problem. Could be anything from loose gas cap to transmission problem, but not oil change due.
