1995 Mercury Villager 6 cyl Two Wheel Drive Automatic

I have a 1995 mercury villager that will not start. replaced cables, new starter, new switch still wont start wont even crank. could it be the neutral safety switch and if so wear is it located and is their a way I can test to see if it is it?
