1994 Mercury Villager Seat Belt won't retract all the

I have just got my Mercury Villanger tuned
up and A/C going, new motor and transmission
mounts. ready to hit the road but the
passenger seat belt won't fully retract.....
the body shop wants $375.00 to replace/repair
this one seat belt....
Is there amy other options?????
Didn't expect this much expense
but still can't not have a working seat belt.

Find one in a bone yard. Maybe a different color but $375 is insane.
