1994 Mercury Villager Headlight cover replacement

Left front headlight needs replacement.. Is it sealed? Do I buy the entire unit of remove from van and replace bulb. I also need to restore lens cap (?) it is yellowish with age. Parts guy said clean and restore, BUT I LOOKED AT HEADLIGHT and looks sealed. Do I get stuff to reseal it?

The bulb comes out, but I would just get a new one.
There is a significant difference in lighting and the seal for the lense is probably weak and allowing moisture.
