1999 Mercury Tracer Won't turn over

New battery and clesned post. Starts sometimes and other times I get the clicking sound like the battery is going dead. If I keep the key turned on sometimes it will start and other times it just drains the battery. Jump starting it doesn't work in these cases.

need to have starter removed and tested. likely culprit would be failing starter solenoid
