1999 Mercury Tracer Horns do not sound

I bought a Tracer & found the fuse was blowi. I traced the problem to a short in the horn switch wiring, I repaired that, refused the circuit but the horns stilll won't sound. I removed the bumper cover & head light ass'y looking for the horns - can't find either horn or wiring to them... Where are the horns?

Don't have the picture, but the diagram says in the front of both fenders. Headlights have to come out, so look towards the fenders.
