1998 Mercury Tracer comprssor runs sometimes

my compressor kicks on sometimes and sometimes it won't. I think it is not getting voltage at times. It is coming on less often now than before. Could it be a relay? Is the compressor going out? What say you?

Have the system checked for proper operating pressures, charge and leak checked.
