1995 Mercury Tracer Rear lights

1995 Mercury Tracer

Both of my tail lights are out. The fuse is fine, the bulbs look fine and the wires appear to be all connected. Why on earth won't my tail lights turn on? Do the tail lights and the break lights share the same bulb?

They do share the same bulbs, but the bulbs have two separate filaments - one for tail, and one for brake.
