Temperature gauge stays at Cold.

I just purchased a 1990 Mercury Topaz 4door 2.3L code x engine. The temperature guage stays at Cold. And I am not getting any heat. What could be wrong. I know for a fact that my coolant is weak and it needs flushing. Any help would be greatly appreciated.

1990 Mercury Topaz 2.3l code x engine. Well I finally figured out what the problem was. I replaced the Coolant temperature sensor and flushed the radiator. Now the Coolant temperature guage works and the heat works as well!
