1994 Mercury Topaz V6 Front Wheel Drive Automatic 80000 miles

i have a 1994 mercury topaz. it won't turn over. there is wire hanging by the starter with a small rectangle plug.where does that go?

. it won't turn over. Do you mean it won't crank over or it cranks over and refuses start. The wire that's hanging you need to locate where it goes could be going to the starter solenoid if it has a black and red wire on it.
