1989 Mercury Topaz A/C, Power Steering, Crankshaft Belt pro

1989 Mercury Topaz 4 cyl Front Wheel Drive Automatic

I have a 1989 Mercury Topaz 4/C, 2.3L, A/C engine and the belt for the A/C, P/S & Crankshaft (tensioner belt) has come loose and there is no sign of any tensioner. Is there a pulley that serves as a tensioner or can be adjusted to tighen the belt. The new belt goes over all of the pulleys too easily. There is no sign of a tensioner that has come loose or has fallen off.
