2004 Mercury Sable Wipers intermittent

I have a windsheild wipers that work on low and high but do not return to home position when turned off. Also in intermittent they move only a short distance wait delay amount then again move a short distance.

The windshield wiper motor has a park circuit built into it. This is not working properly and the entire motor will have to be replaced. It is most likely culprit to the intermittent issue as well .
