2002 Mercury Sable heater problem

2002 Mercury Sable 6 cyl Front Wheel Drive Automatic 80000+ miles

heating / cooling system has had 2 good flushes and thermostat has been replaced. system has plenty of properly blended coolant for winter season but produces no "good heat" just lukewarm air at best. As vehicle is only 6 years old I can't believe that heater core is the problem as vehicle shows no sign of heater core type leaks anywhere. So, what needs to be done to produce "good heat" ?
