2001 Mercury Sable fuel pump problem

fuel pump not starting intermittently. relay cycling ok 2 seconds with key on without failure, remove relay and jump 12 volt and fp lead pump comes on 8 out of 10 times. could inertia switch have dirty n/c contacts and where does the fuel pump ground lead terminate on chassis

if switch fail will not start at all and need to be reset

Reply from sender:
Found problem to be a high resistance ground, ran sepatate ground wire from black wire of pump harness (ground side of pump motor) to chassis.
Working fine now.
