2000 Mercury Sable Noise when turning

In the morning when I am pulling out of the driveway and through the day when I turn the steering wheel for right or left turns, there is a moaning sound. The wheel is also stiff when turning. What is the problem? Is this a serious problem?

check power steering fluid add as needed


suspect P/S pump if fluid OK
