2000 Mercury Sable Engine intermittantly idles up

The engine idles up every 5 to 7 seconds and maybe even when in gear and driving, even with the cruise on I can see the rpms go up, sounds like the fan may be coming on and off every time as well. At a stop light the rpms shoot up 500 to 1000 and the vehicle postures forward then idles back down and the body relaxes on the brakes. Air switch or possible temperature or fan switch problem???

Check for vacuum leaks
check around the PCV valve and hoses turn the heat and AC off
does it still do it
if no have you AC system check possible low
