Could be one of the following:
-You may have a bad thermostat: is your car long to warm up? If so, replace your thermostat.
If not forget about the thermostat.
- your level of coolant is too low.
-Your heater core may be clogged
-Your heater control valve may be defective
-your temp actuator may be defective
-You have a vacuum leak

Just to clarify your first post:
You say you don't have heat when you turn on the heat, and you don't have cold air when the AC is on; is this correct?

Okay, my bad, I read your post too quickly and thought your heater only was not working.
There is a common problem with your car: blend door failure. The lack of AC and heat is a symptom of this.
I would definitely get that checked out.
