Is it possible to test the Idle air control motor operation before replacing it

If you had a professional scan tool, some have software to operate the IAC through the scanner but even if you could do that, it wouldn't tell you much. They can intermittently get stuck or be slow to respond that wouldn't show up in a test like that.
