1998 Mercury Sable V6 Two Wheel Drive Automatic 170000 miles

I noticed that both of my brake lights mounted in the trunk lid were not working. The brake light mounted in the rear window is. I replaced both the bulbs in the non-functional lights, did not resolve the problem. I checked the 'stop light - 15A' fuse, it is not blown. Not sure what to check next. Could you advise?

Please clarify....the brake lights are mounted in the fenders, not the trunk lid, Is this trailer hitch? Modified the lights at all?

I have seen the electronic flasher unit cause this problem, here is the location so you can swap it out and fix the problem. Check out the images (below). Please let us know what happens.
