1996 Mercury Sable Troubleshoot Fuel Regulator PRessure

When the car crank, the pressure at idle is 28lb. After the car is turned off, the pressure is 0 immediately.After about 1 minute, the rail pressurizes slowly and increases pressures.

If fuel pressure is not at least 25 psi after one minute with ignition off, test fuel injectors for leakage.
Disconnect injector harness connectors. Using digital ohmmeter, measure resistance between injector terminals. If resistance is not 11-19 ohms, replace injector.
