1995 Mercury Sable won't shut off

1995 Mercury Sable 6 cyl Two Wheel Drive Automatic

turn ignition off, engine still runs. put in park and steering wheel or transmission won't lock. have to pull coil wire to stop engine and disconnect battery to shut off power to everything.

Ignition switch actuator rod
Easiest way is to remove and replace the steering column
