1995 Mercury Sable Windshield Wiper

The wipers do not move when the switch is turned on. In replacing the blades several year ago, I moved the blades and since then, they will not return to the fully retracted position.
When I turn the switch, it sounds like the motor engages (like the motor resetsw and is about to switch on) but the blades do not move.

Is it the switch, or the motor, or perhaps a broken linkage?

Might have popped the motor free of the arms. Remove all the plastic and take a look, costs nothing.
